 OK, I see the problem...

 ports/blob/6a9d60524bdb301ea9db42887e896ae3a5637e45/lang/gcc9/Portfile#L242

 so libgcc9 only ever builds on OSX 10.12 and newer... I must have
 neglected to remove that check, once it also start providing the libs
 above..
