 The Accelerate bugs were fixed in 11.3, and numpy supports it officially
 since 1.21.0:

 https://numpy.org/doc/stable/release/1.21.0-notes.html#enable-accelerate-
 framework

 This would reduce binary bloat (since OpenBlas also builds with gcc12 by
 default, it brought all GCC dependencies).
