 Ryan, thanks for #61275 and working on NCARG.

 Upstream there was some work last year on missing declarations and bug
 fixes by external contributors.  They have not made any new releases, but
 their Github "develop" branch (https://github.com/NCAR/ncl) may be helpful
 for progress on this Macports port.
