 #63154 looks more relevant (whereas #63805 seems specifically for SDK
 version incorrectly detected as changed); I wonder if the `use_xcode yes`
 workaround (or `if {${xcodeversion} ne "none"} {use_xcode yes}` if command
 line tools are sufficient) applies here.
