 I just stumbled on to this as well. The output of `xcodebuild -version`
 seems to be quiet indicative of what happened:

 {{{
 xcode-select: error: tool 'xcodebuild' requires Xcode, but active
 developer directory '/Library/Developer/CommandLineTools' is a command
 line tools instance
 }}}

 In my case, I was setting up a new laptop and installed command line tools
 before bothering to download the rest of Xcode. I'll post back if I can
 come up with a solution that doesn't involve a full reinstall.
