New description:

 Trying to build universal MacPorts on new Macbook M1.  Problem occurs with
 a fresh install of MacPorts.

 We've seen this before. Apparently the `diff` program on Ventura no longer
 supports this argument. The `diff` program on Monterey and earlier did. It
 is used by the muniversal portgroup.

 Duplicate of #66103.
