 OK, so this is the problem:

 :warn:archivefetch Your DNS servers incorrectly claim to know the address
 of nonexistent hosts. This may cause checksum mismatches for some ports.

 The mirror `cpan.llarian.net` doesn't resolve. With a correctly working
 DNS server, this would cause it to be skipped, but instead you get a size
 0 file. I'll remove the mirror from the list, but you should still switch
 to a better DNS server if possible.
