 I'm getting the same error on Monterey (specifically 12.6) on an attempt
 to upgrade py310-awscrt from 0.13.11_0 to 0.14.0_0.

 $ uname -a
 Darwin [snip] 21.6.0 Darwin Kernel Version 21.6.0: Mon Aug 22 20:17:10 PDT
 2022; root:xnu-8020.140.49~2/RELEASE_X86_64 x86_64

 Same MacPorts, Xcode and CLI tools versions as in this ticket's
 description.
