 Rust is now at 1.65.0.

 @dgilman started a PR updating Rust to 1.64.0, but it's in draft mode, and
 I think there's still the issue of updating the `rust-bootstrap`, which is
 currently hosted in a repo owned by @MarcusCalhoun-Lopez.
