 I believe what happened here is clang-11-bootstrap picked up libxml2
 during the build, even though the environment is sterilized.

 This would have to be verified with a test build of clang-11-bootstrap
 while libxml2 is installed to see if that happens, as we have not
 confirmed that yet.
