 It's been mentioned in the
 [https://setuptools.pypa.io/en/latest/history.html#v49-1-2 setuptools
 changelogs] a few times as a transitional aid. The python ports actually
 set it to avoid problems with building the stdlib.

 Python 3.12 will be dropping distutils from the stdlib, so I hope numpy
 gets things worked out by the time it's released.
