Comment (by garbeware):

 I managed to compile it on Ventura by changing the line

 supported_archs     x86_64

 to

 supported_archs     arm64 x86_64

 into

 /opt/local/var/macports/sources/rsync.macports.org/macports/release/tarballs/ports/python
 /py-torchtext/Portfile
