Comment:

 This issue was fixed six months ago. But based on your log, you're not
 using the latest revision of `icu`.

 So either your ports tree is very out-of-date, and/or you're using a local
 portfile repo.

 * If the latter is true, disable it, via
 `${prefix}/etc/macports/sources.conf`.
 * Either way, update your ports tree via `sudo port selfupdate`, and then
 try again.
