Comment:

 I'll let others provide a more official answer. But speaking from
 experience, we often need to segregate CMake and PkgConfig files, to
 ensure that ports do not opportunistically use things we don't want them
 to. (Particularly given that we support multiple versions of stacks like
 Qt.)
