 Testing `icu-devel` it starts similarly to `icu`, i.e. it has

 {{{
 PYTHON='/opt/local/bin/python2.7'
 }}}

 for which `configure` has to find

 {{{
 checking for python3... /opt/local/bin/python2.7
 }}}

 Nothing changed or was improved…
