 It looks like the issue is that this CMake change broke qt:
 https://gitlab.kitware.com/cmake/cmake/-/commit/6b01a27f901b5eb392955fea322cde44a1b782a3

 You're using cmake-devel 20231015-3.28.0-rc5-0b6c6bb1_0 which is new
 enough to break the build

 We should cherry-pick this fix from newer qt to fix it:
 https://github.com/qt/qtbase/commit/0efea8020c1d221635aaa0a71529edb392cfe3cc
