New description:

 I tried to include the qmake 1.0 or qmake5 1.0 portgroup in a variant.
 This failed at configure time:

 Error: Failed to configure tea: can't read

 Similar to #68874, I could work around the problem by using:

 {{{#!tcl
 global _require_active_variants_list
 }}}

 ''before'' including the qmake 1.0 or qmake5 1.0 portgroups.
