Comment (by ryandesign):

 Normally you would expect to see a `command not found` message if the
 command were not found, but it looks like this Makefile is deliberately
 suppressing all stderr output from this step by using `2> /dev/null`. You
 could remove that from the Makefile to see if a more helpful error then
 appears.
