 If you don't want `upgrade outdated` to attempt to upgrade libgcc11, then
 you need to uninstall it. It may have dependents, which will also need to
 be uninstalled, or installed with a different variant so they use gcc12
 instead of gcc11.

 However if you had libgcc11 installed, that suggests that you installed it
 on an older OS version. The recommended procedure when changing major OS
 versions is wiki:Migration.
