 because of the way we have built ghc, against the system libiconv (which
 is appropriate) we will have to always force cabal and ghc to link
 preferentially against the system libiconv too.

 This can be done by passing the full path to the libiconv dylib (or
 libiconv tbd file in such systems as have tbd files) on the cabal build
 line or via cabal config.
