Comment:

 I couldn't reproduce the problem in #47881 that prompted forcing the use
 of `/usr/bin/makeinfo` (texinfo has been updated since then), and a2ps
 appears to just install prebuilt docs if makeinfo is not available, so I
 simply removed those lines.
