 While attempting to add a py311 subport to py-shapely, I encountered the
 following error

 {{{
 ERROR Missing dependencies:
         setuptools<64
         oldest-supported-numpy
         numpy==1.23.2
 }}}

 By commenting out two lines in {{{pyproject.toml}}}, see attached patch,
 the build proceeds normally.

 P.S.: I didn't attempt to update to version {{{2.0.0}}} as there are
 breaking changes.
