 The `dia` executable references three `icu` libraries, and hence is broken
 by the `icu` version update.  This seems to be an indirect dependency via
 `libxml2`, which may be why the needed revbump was missed.

 Since this is `nomaintainer`, I'm assigning it to myself.  A testing
 complication is that I think I saw `icu` itself broken on at least one
 platform.
