 So far, the upgrade to rust 1.70.0 is working after I specified clang 16
 as the compiler to use.

 Clang 16 was able to compile Program.cop.o (where it failed last time
 using clang-10).

 The compile is still in progress.  I will let you know what happens,

 But it looks like you may need to blacklist some compilers in the
 Portfile.
