 Just to add to the ambiguity,
 [https://github.com/pciutils/pciutils/blob/master/compat/getopt.c
 getopt.c] and
 [https://github.com/pciutils/pciutils/blob/master/compat/getopt.h
 getopt.h]
 do include
 {{{
    Free Software Foundation; either version 2, or (at your option) any
    later version.
 }}}

 I did not check them all, but a sampling of the different package managers
 for [https://repology.org/project/pciutils/versions pciutils] seems to
 indicate most of them view the license as GPL 2.\\

 As I am not an expert in these matters, I think the safest course of
 action would be to contact the upstream developers.
