Comment:

 I'm already aware of the need to disable `rav1e` for PPC, per your other
 comments (both in Trac, as well as via GitHub).

 As for adding v5, we're going to skip that, unless there's a definitive
 need for it: Upstream is already at v6, and that's covered by `ffmpeg6`.

 As for the role of `ffmpeg-devel`, it's not superfluous, as it let's us
 pre-validate proposed changes to `ffmpeg`.
