 Ugh, sorry, missed your comment that you're building on Big Sur. Not
 caffeinated enough yet.

 So it looks like you're using Xcode 13.2.1, which has the Monterey SDK.
 But the latest version of Xcode for Big Sur - with a matching SDK - is
 Xcode 13.0:

 Can you try downgrading to 13.0, and see if that fixes the issue?
