That can change if and when 3.2 is fixed to work on older systems. And
3.1.4 isn't entirely "stuck" in the meantime, since 3.1 is still actively
maintained upstream. 3.2 is a feature upgrade.

It will be reinstalled. The epoch bump ensures that the apparent
downgrade in the version number is treated as an upgrade.
