Comment (by Dave-Allured):

 Copy that.  In that case, I suggest just try downgrading your CLT to 14.1,
 and leave Xcode right where it is.  Then HDF5 etc.  Xcode is a heavy load,
 CLT is relatively light.  My guess is 14.1 will work just as well as 14.3
 for this.
