 icu-devel has subports named icu-devel-docs and icu-devel-lx. `-devel` is
 intended to be a port name suffix so they should be named icu-docs-devel
 and icu-lx-devel instead.

 Of course, the old port names should be retained marked `replaced_by`
 their new names for one year to facilitate upgrades.
