Comment:

 The repeated request to install the command line tools, and the failure of
 m4 to work even after doing so, is a bug in version 15.3 of the command
 line tools. Apple forgot to include m4 in it. It is filed with Apple as
 bug number FB13684598. They have not responded to it.

 We are working around it in every port that uses m4 as we discover them by
 using MacPorts m4 instead.
