 I am thinking that ...

 if you are using the system libtool, it has been installed with burned-in
 compiler selections that are apparently not easy to override at build
 time.

 if you are building a software package that comes with it's own copy of
 libtool, then that would be configured freshly for each build with the
 selected compiler used during the build, and would know nothing about what
 compiler the system libtool might have been configured with...
