 It's (unfortunately) normal for Xcode to only provide the SDK for the
 latest OS version as of when that Xcode version was released. The Command
 Line Tools should have the SDK for the OS version you are running on
 (under `/Library/Developer/CommandLineTools/SDKs`). This is one of the
 reasons why we recommend installing the CLTs and not just Xcode.
