 I resolved the issue.  Read the thread about new Xcode and some c++ code
 not being recognized after updating to Sequoia.

 I did a sudo rm -rf /Library/Developer/CommandLineTools/usr/include/c++

 and sudo clean db48 and re-ran the install.
