 #70923 might have a similar underlying cause. #70923:comment:2 says, "it
 is proving a bit messy to get meson and tepl to accept a macos syntax,
 with -exported_symbols_list as the link line keeps tripping over the
 single quotes meson adds and I haven't been able to yet figure out how to
 stop those from being added."
