Comment:

 A similar problem was previously reported in #69650. There, the problem
 was that it was trying to `chown` to `root:admin` which understandably did
 not work as a non-root user and we could not figure out why it was doing
 that for that user. Here, your log shows it's trying to `chown` to
 `sbasu1:admin` which seems to be your user and group so I'm not sure why
 that wouldn't be permitted. #69650 was closed because I could not
 reproduce the problem; a non-root installation worked fine for me when I
 tried it nine months ago.

 You said it used to work. What was the last version it worked with?
