Comment (by Dave-Allured):

This test machine is strictly corporate managed, so I am never allowed
root access except for script controlled special purposes. All of my
Macports testing is strictly non-root, user space only, and custom
$prefix's only. `/opt/local` is protected, for admin updates only.

Account access is corporate managed by a Windows network thing called
Active Directory. I believe this is where many of these special non-root
cases are coming from. Other stories such as #49501 sound just like my
own. This explains wanton disregard for nonstandard characters like space
 and back slash.

I do not know much about Active Directory. I suspect the `PSD` part is a
work group or management group designation, used in larger corporate
managed settings. That is how the short form `chgrp rain` is possible.
Active Directory is doing something under the hood.
