 I don't see any other package managers that currently build dblatex
 against Python 3.12 yet, either. All of the existing ones that build
 against Python 3.11 continue to use the `setup.py` method.

 Upstream isn't very active. I don't think filing a ticket there will
 achieve much unless it comes with a patch. Personally, I don't know how to
 update a package to conform to PEP517.
