Comment (by dershow):

 I updated to MacOS 14.3 (from 13.6.2) , and Macports to 2.9.0.  To do so,
 I followed the migration instructions (so reinstalled all ports) and now
 graphviz-gui did install.

 So, I don't know which changed fixed it, but this problem has gone away
 for me (but could remain for others?).
