 clang-11-bootstrap needs to be blocked from building on this system:

 macOS 14.2.1 (darwin/23.2.0) arch arm
 }}}

 and things set up so it is never brought forth as a dependency.

 It is completely unnecessary, of course, on such a system and more to the
 point, we don't want to waste time trying to make this old version of
 clang, useful only for bootstrapping older systems, work on every new
 system.
