 B.t.w. I repeat my comment about checking your CLT installation. My best
 guess is your problem lies there somehow. Please consider removing your
 current CLT installation and reinstalling it afresh making sure you have
 the latest version.

 Normally I would recommend making sure your Xcode is up to date and run

 {{{
 xcode-select —install
 }}}

 to install the CLT but as you choose not to install Xcode you will have to
 figure out how to get the latest yourself.
