 Have installed the following on macOS 14.5:

 {{{
   inkscape @1.3.2_2+quartz (active)
   inkscape-app @1.2_1+quartz (active)
 }}}

 The installations proceed without issue. However, Inkscape will not launch
 from the command-line.

 Further, if the app launcher is used, it will start an instance of the
 Xorg server and will then hang with a blank window.

 Uninstalling the packages and switching to the dmg package available from
 the project site will install and launch without issue.

 I am not aware of a version 1.3.4 of the package or of the code-base.
