 I ran into this myself last night. I'll (temporarily) remove the py312
 subport.

 Meanwhile, as I have {{{py312-numpy}}} 2.0.0 on my build machine, I'm
 using {{{py312-cartopy}}} 0.23.0 w/o any issues. See: #70251
