 I don't know what `softwareupdate --history` does. Maybe it only shows
 updates installed via software update; you installed CLT 14.3 manually
 from a dmg, not using software update. I believe you have been successful
 in installing CLT 14.3, and it has evidently not helped the problem you
 are experiencing. FWIW, I am not able to reproduce the build failure on
 macOS 12.7.4 with CLT 13.2.
