 Yes, that's not unexpected. You need to clean before trying again so that
 the configure phase can run again and analyze the current state of your
 libraries. If you don't do that, you're just continuing a build that had
 analyzed the previous evidently broken state of your libraries so the
 build would continue to fail.

 I'll do some more troubleshooting with Ooolab in #69970 rather than mix it
 into this ticket.
