 I see this too, but only on {{{arm64}}}.

 Is this a bug in {{{portconfigure.tcl}}}?

 We can add this line to the {{{haskell_cabal}}} PG, but that's just
 patching over whatever underlying issue exists in {{{portconfigure.tcl}}}.
