 Just stumbled accross https://trac.macports.org/ticket/69952. Not sure why
 I didn't find it before I submitted my bug.

 Followed link to "fix" at https://github.com/macports/macports-
 ports/pull/23312 and read through the discussion.

 It doesn't seem like a correct URL has been found or the CLT dmg's are
 easily available from Apple.
