 Yes, I agree. From the brief reading I've done so far, (this ticket and a
 couple minutes of googling), it seems like it arises from some black-box
 Apple background process as part of the so-called "systems integrity
 protection". A bit beyond my capability and interest to investigate right
 now, though. It seems like you can turn it on or off, but there are no
 user options to control its behavior, which might allow us to manage this
 xattr business.
