It will build whatever version of the Portfile is present on your machine.
If you run the pkg installer for any version of MacPorts, it will conclude
by running `sudo port selfupdate` which will update MacPorts base and your
ports to the latest versions.
You should not try to use old versions of MacPorts base. The current
version is the best one to use.

MacPorts doesn't have a feature to let you "freeze" a port at a particular
version.
