Comment:

 well... the port sets {{{use_xcode yes}}} which indicates that you need to
 have a complete Xcode installation to get it installed as you noticed.
 Presumably the port maintainer has verified that this is indeed needed, so
 there isn't anything we can do about it.
 The error message tells you what to do (i.e., install Xcode) so why don't
 you just do that to resolve your "problem".
